In the context of advocating labor education and engineering education in China, engineering thinking has been added to the primary and secondary education goals as an important accomplishment. This paper proposes a training path and curriculum plan for developing engineering implementation thinking for primary and secondary schools from the perspective of project management thinking. The main contributions include: (1) summarizing the differences and connections between project management thinking and engineering thinking, and constructing a training model of engineering implementation thinking (EIT); (2) designing a curriculum program and teaching materials based on the EIT model; (3) verifying the effectiveness of the EIT course through teaching practice and data analysis. The courses have been incorporated into the Zhejiang Province project-based learning resource construction project, providing a new perspective and case study for the implementation and promotion of project-based learning and engineering quality education.
